Police Woes Blamed On The British Colonialists Says Raila Odinga Kenyan PM.

Prime Minister Raila Odinga has blamed the problems in the Police force on colonialism.
"The colonial police was not meant to serve the people. It was meant to serve the colonial powers. That is why it had things loitering with intent to commit a felony or being drunk and disorderly. We hope to change this through the envisaged reforms," he said.
The PM said the Government is keen on reforms to ensure professionalism in the force.
He said this would also ensure better remuneration for the officers.
At a meeting with the President of the Federal Republic of Germany Horst Kohler in Berlin, Raila said the reforms would restore public confidence in the force.
The PM, who was accompanied by Internal Security Minister George Saitoti, said Kenya had learnt from post-election violence, and will ensure it does not recur. The two leaders are in Germany to represent the Government at a ceremony in honour of Prof Herr, who begins his second term as president.
